1. I do find it is logical to imprison Bianca and judge her for the crime she has lied about and successfully covered it using the Inquisitor. But leaving her fate to under the hammer of justice would only kills Varric further. Varric is solely guilt driven character. His reason for being part of the Inquisition is vaguely given from Hawke, "to fixed Blondie's mess." Plus his converstation with Hawke before Adamant about that Deep Road (in beginning of DA2), Varric connects everything to him as the main culprit of the whole mess. So the writer either faultly forget to add judgement on Bianca, or he purposely spare Varric by adding another weight to his guilty conscience.
2. Varric is the type of person the Inquisitor do not tell to "move on." First, in his introduction, he is a writer who claims to understand tragedies more than most. Telling him what to do in this situation is like explaining the psychology of spirits to Solas, or The Game to Vivien.
Second, the relationship between the Inquisitor and Varric is difficult to define. I do find it difficult to tell whether the relationship is friendship or worship. You can tell Cullen or Cassandra to "move on" because they are completely loyal and friednly to the Inquisitor. Based on Hawke, "Varric isn't the religous type," if he listens, it only means he respect otherwise he will question or ridicule what is said to him. So for the Inquisitor who is not 'clearly' a friend to tell him to "move on" would be appropriate.
Third, Bianca is big, not litterally, but she is as big as Hawke. I would not tell him to move on with Hawke's situation. Plus Varric carries "that crossbow." What would he actually do by moving on, throw "Bianca" into a rift?

While I can sympathise with Bianca and therefore understand why she's threatening the Inquisitor with death or worse if they get Varric killed, I really wish there was an option to respond with "Think of that the next time you're about to put him at risk the way you did here."

It's funny how the outlook can change on something that remains the same.
The character was, like you originally noticed, designed to provide a degree of steadiness. That didn't change, and I suspect i's in part because of hostile reaction quite a few people had to Oghren 'changing' between DAO and the Awakening appearance. (and similarly, Anders between the Awakening and DA2) Varric was always there to deliver snappy one-liners and flash you his chest hair, and if it was fine in DA2 then why not anymore?
Every character in the game only being there to "change in some way" is a bit too much like a self-help booklet, to borrow a page from certain RPG villain.
But Varric does change. Not just in character but in his relationship with you. Besides being a lot more moody and depressed (even when weird **** was happening in DA2 he was very irreverent about it), he's not your friend. He's distant not just in terms of sharing about himself, but connecting with you.
He keeps you at a tremendous distance and doesn't cover it up by being fun to be around anymore.

So? That was never part of the character.
As it turns out, the writers control what is and is not a part of the character.
They could have easily made him a romance option when everyone and their mother was asking for it instead of sticking to the "Nya Nya! He belongs to Bianca!" path.
There is precedent for Bioware turning characters who weren't intended to be a love interest into love interests.
Either way, i have made my opinion of Bianca quite clear. She's the Talis of DA:I. Poorly written. Does nothing to earn the "Super cool!" status attributed to her in game. The writers LOVE her, most everyone else wants to light her on fire.

Wow, people really let the whole "cut your balls/eyeballs" thing go to heart. It's not that bad. I LOL'd and didn't think anything of it. The second time I thought to myself "yeah, good luck with that".

Meh, I think it was just like the last straw. I mean, I was already pissed because of her careless and negligent actions that might have lead to many people's deaths. And the fact that she tries to cover up her actions until Varric realizes her story makes no sense.
So...what does she do at the end of all that? A heartfelt apology? An offer to support the inquisition in any way she can?
Nope, making threats!
Seriously, if the murder knife had been an option, I would've taken it.

Yeah, I will confess to being taken aback by Bianca's threat, too.
Albeit, I understood where it came from, but it's still like...do you really think it's wise to make threats against the Inquisitor, quickly becoming the most powerful person in the world, to his face, especially after your dealings with red lyrium and Corypheus were exposed?
