Best sword (one-hand) is the level 21 rare... Pirate Captain's Sword I think it's called... It's ok for damage, but I actually got decently luck with having a good mace (Soulkisser) and that one axe that regens 20 stamina on kill (amazing on a Templar, by the way).
I figured staves must be rarer, but greatswords too?
See, I remember reading something a long time ago on another game that used RNG, and players would noticed interesting trends with certain item drop rate. Player group A would see item type A drop frequently yet player group B would not; Player group B would see item type B drop frequently but player group A would not. Then someone posted about something called "pseudorandom number generator". I just wondered if that was going on here.
It wouldn't surprise me one bit. I've talked to plenty of people who had similar experiences with ME3MP, myself included. I never got the Hurricane SMG until every other Ultra Rare was maxed. Other people have similar stories about the Lancer Assault Rifle, Collector SMG, etc. Some people are swimming in Cyclonic Modulators and Assault Rifle Amplifiers, other people barely keep double digit stock.
Phantasy Star Online back in the day attempted to emulate this by taking the sum of the numeric values of the letters of your character's name, and assigning a "class" that was more or less likely to receive certain drop types. So this certainly isn't anything new to online gaming, and in fact does make a good bit of sense, since it is a way of keeping diversity within the playerbase. So the Longbow of the Griffon WOULD BE flavor of the month, if everyone could get it so easily. The fact that not everyone can prevents it from becoming so.
Lightning Staff seems to be my bane in this particular game, and actually staves in general. I've gotten level 20 purples of pretty much every other weapon class, yet I'm still using like a level 10 blue staff, and it's an ice staff at that. The rare times I do get a staff it's usually a level 5 grey item, and usually fire.
