Static Charge bugged?

I have honestly never seen it proc, and I'm now at level 13 - so quite a few instances of me being hit and the enemy not being stunned. Ever. Anyone else experiencing this?

I never noticed it working so I spec'd out of it and never looked at it again.

It only does a small amount of damage and applies the "shocked" status, doesn't stun. Also it's got a pretty small time window.

So "enemies that attack are struck by arcs that leave them paralyzed" is clearly inaccurate. Is this a bug or a faulty description?

As awesome as this game is, it is almost impossible to tell the legitimate bugs from the dodgy write ups at the minute. 

 

I'm thinking we're at least three patches away from sorting out the combat... and at least five for getting everything perfect.

Except Gathering Storm truly doesn't work (it doesn't affect cooldown at all, under any circumstance), so if you're unlocking Static Cage, you may as well pick the one that at least does something (worthless as it is).

I have seen it proc before, so it's good for a little damage if something hits you in melee range during a cast, even if it doesn't paralyze.

As far as anybody has been able to determine, it has no effect. You can pew pew with your staff all day long, and your active cooldowns won't decrease any faster. Maybe the bug is that it does something like 0.05 second reduction (instead of 0.5), but the result is the same.

Hopefully they'll fix it in the next patch (it was figured out early on that it was broken); until then, there's no reason whatsoever to take it (unless you desperately need the attribute bonus it provides, for some reason).

It's not "when they attack you", it's "when they try to interrupt your spellcasting by attacking". If you aren't actively trying to cast a spell and them interrupting you by attacking then nothing happens.

And no, it doesn't shock, it paralyzes,but, again, you need to be casting a spell at the time the enemy is hitting you for it to work.

All in all is a situational passive, good only for certain specs. For a KE or Rift Mage it can be handy, especially for the former (since the KE is many times using SB continuously).

I have to agree. It's *excellent* on a Knight Enchanter and procs constantly when fighting large groups. Having soloed much of the game on Hard as a KE, this was a life-saving passive many times.

 

That said, if you're not in the middle of a bunch of mobs whacking you (like every other mage spec, pretty much), its usefulness is pretty much nil since most spells cast fairly quick and ranged attacks rarely come rapid enough to interrupt you in the first place.
