I have everything to finish the quest but not the manuscript. It isn't next to Ironbull, I already searched there and the book merchant in Val Rayoux is not selling it. Anyone knows what happened?

Hm, I'm not sure. All I know is it's to the left of Iron Bull if you're facing him, and it may be a little further away than you think. But if you've already checked thoroughly and found nothing... Are you sure you didn't already pick it up and thought it was something else? Does the quest log still say you need it? Maybe you'll be able to create the recipe at the requisitions table anyway, have you tried?
