I can easily see Cassandra's reasoning for picking the HoF is that they're a well-known and respected (or feared) figure that's likely recognizable over most of Thedas. Most don't know them or what they look like, but they have heard the stories which have inevitably grown more elaborate and fantastic over the years. The HoF is skilled (or so everyone believes) at pulling together disparate groups, inspiring an army and an extremely formidable combatant, if necessary. Leliana, her co-advisor and fellow Hand of the Divine, (probably) has a personal connection and may be able to convince them to help.

Interesting way of putting it. Almost makes it seem like the Hero is more of a myth/legend.
