Does Dragon Age Keep upload progress if you play offline? (and then go online at a later time)

So I have sort of a problem unique to today and PSN's recent outage (and perhaps future outages).  I'm 16 hours into the game and was wondering if Dragon Age Keep is at all effected if I play offline (because the network is down).

The in-game message states "Not connected to the dragon age server.  Connect to access multiplayer mode and the Dragon Age Keep website, to make decisions from Dragon Age: Origins and Dragon Age II, and upload Dragon Age Inquisition campaign progress."

What I was wondering is about the underlined bits.  I know Dragon Age Keep imports a custom game state, which I did at the start of my playthrough, but I was wondering how the uploading of progress part works.  If I play while offline will DA:I upload the progress to Keep next time I can connect to the Dragon Age server?

Also, when you import a custom game-state from DAKeep is all of the game-state data transferred during the initial transfer or does the game take parts of Keep's game-state data and import it bit by bit(which wouldn't make sense but I'm curious nonetheless).

I doubt the state data is done incrementally, so as long as you connect once, it will probably upload all of your progress (whenever it is that it chooses to upload to the server).

The past games worked this way, and I can't imagine a reason for them deciding to do otherwise. But there's no convenient way to currently check, since the Keep hasn't been updated to show Inquisition details.

Importing state data is a one-time process that is done when the game is created.

Thanks devSin!  That's ultimately what I was thinking was the case but I wanted to make absolutely certain.

I beat my first play through the other day on nightmare and killed all ten dragons. I didn't get either of the achievements because the servers were down. I tried looking into the whole "connect to Dragon Age Keep" website, couldn't find anything. Once the servers were back up I loaded the game back up and nothing I still didn't get either achievement. So, if anyone figures this out I would be most appreciated.

I am not sure about paying the game on Nightmare, but I am pretty sure the achievement for killing the dragons is currently bugged for I had the same problem and I was connected when playing on normal difficulty.

Edit:

You might have to load a save prior to beating the end boss again to get the achievement for beating the game on Nightmare, for I had the same problem beating other games in the past and going offline and that was the only way to earn the achievement for its triggered with the boss dying.

Thanks for asking the question, because its one that I had too.  I have to use Satalite internet because of where I live and have a bandwith cap, which means I only turn on the PSN when I need to in order to download an update or whatnot.  I haven't been online with Inquisition since the last update.
