So upgraded Chain Lightning vs upgraded Static Cage, which is better ? For Rift Mages.

I am torn between the two.

Upgraded Chain Lightning requires less points, costs less mana, has the same radius as Static Cage does, can hit up to 6 enemies and does not require you to invest in useless passives that rarely procs or is downright bugged.

The thing is, upgraded Static Cage is such a beast and works so well with Pull of the Abyss.

If only the passives in the Storm tree were like the passives in the Inferno tree, then I would not feel like I am wasting unnecessary points to get to high end spells.

One thing to note is that I always bring either Solas or Dorian with me. So should I give Static Cage to them instead while my Inquisitor uses Chain Lightning ?

That's what I do, I run Rift+Fire, and second mage as Spirit+Lightning. Pull of the Abyss + Lightning Cage + Fire Mine (or even firewall to throw groups into panic against the static cage's wall, then stonefist for a combo) is just nuts.

If you have a second mage then yes, you can give Static Cage to him/her instead. However from a purely confrontation pow (as you title asked) then there's no comparison between the two. Static Cage is much more powerful than Chain Lighting as upgraded it Paralyzes or even kill weak enemies and it adds damage every time the target is hit. Static Cage is probably the best skill to combo others with.

On a Rift Mage something like PoTA + Static Cage + Immolate (either skippable) + Chain Lightning (this turns all weakened enemies into asleep as shocked + weakened = sleep) + Stonefist (procs nightmare from the asleep status, hitting all enemies as they are bunched together and in the case they don't die immediately from the combo it reapplies weakened status to ripristinate mana regen) is very very powerful.

Alternatively the more simple PoTA + Static Cage + Fire Mine (usually you can do FM two times in a row) is also very powerful against a crowd.

For single target (inside a crowd) something like PoTA + Static Cage + Lightning Bolt + Barrage (eldritch combo from the paralysis plus the 12 hits from Barrage all procs SC) is very very strong and completely immobilize that target.

It's probably worth mentioning that the only real reason to specialise in basic schools is RP - you can fairly easily get the best of inferno, storm and winter trees with no dead weight. I personally have immolate, energy barrage, chain lightning and static cage on my KE. On my rift I tend to drop immolate for fire mine. Spirit is the only annoying one as you have to take a fair amount of dubious stuff to get the best from it.

This is a bit of detour but I'm having a hard time understanding what static cage actually does as an ability. It just triggers when enemies try to *leave* the area, right?

It stuns enemies who try to leave, and enemies inside the cage take additional damage when struck by anything.

Static cage is awesome because of its upgrade which causes any enemy hit within the effect to get struck by lightning.. essentially doubling the damage.. combined with barrage it can obliterate a single enemy as each bolt of the attack will cause a lightning bolt to strike the enemy dealing ridiculous damage... this also applies to DOT attacks which will also cause lightning to strike an enemy... honestly static cage is the best spell from the base skill trees hands down.

It doesn't just stun enemies, it yanks them back into the centerpoint of the static cage circle.

Yeah, the lightning bolts spawned by Static Cage's upgrade can knock weaker enemies back towards the center. Not sure if that's a bug or not, but it's damn effective.

Static Cage + Barrage is very, very powerful.

Not to mention in DAI it is much better to do multiple little attacks, than a big one.

Since there are many procs, and magic does not get affected by armor.

You trigger flashpoint for sure, you put a lot of crits on the table so the artificier benefits, if there is a templar present you cause weakness for sure, etc.
