I figure it's just for DLC or future games but if I've missed something massive...
Does anyone know why Keep decisions like what happened to Oghren and Nate were included if they don't do anything? Same goes for a lot of small stuff.

At some point the Keep had a thing where you could select whether Hawke and Cullen got along or not. Then it disappeared. I imagine things were put in and taken out last minute.

I think it would make sense to cover as many bases as possible in the Keep. That way, let's say, two games from now or whatever and someone in a meeting goes "Oh hey how about we use Nathaniel for this such and such quest" or something, he's accounted for as either being able to work or not. I think it gives them loads of options for future games. I mean, they can always add stuff to the keep, which makes it such a great idea to begin with.
Only problem is everyone automatically assuming if it's in the keep, there's a reason for it in-game and there just may not be.

Kinda like with Morrigan's Baby. Morrigan was only mentioned a couple times by Flemeth in DAII, but later played a pivotal role in DAI

Think of it like this. You are on the web design team. DG stops by your office and says he needs the Dragon Age Keep. A place to import what they can and to specify the choices players made in the current games, expansion and their DLC. He gives you a list of the key choices he wants to include.
Do you build the bare minimum you can involving just those choices he gives you or do you build a robust story board with all your favorite parts of the games so anyone could fill in most of their choices. Then, the whole story is told by everyone's favorite story tell in one long, cohesive tale including all the choices the player made on your web app.
So .... if it were me. I would say lets build an interactive story board and let the DA:I team pick out the pieces they need. Good enough is never good enough.

Nathaniel's in because he effects two quests in DA2. There is, of course, the quest where Hawke saves him from the Deep Roads -- he needs to be alive for that -- and the the Act 3 quest about the three dwarf brothers in the Deep Roads, which for whatever reason can't be done if he's still alive.

The keep will be used for world states in all future content, so a choice might become meaningful later.

On these particular ones: Oghren was an Origins companion, and his slides tend to be a bit confusing. "Oghren and the Wardens parted after the Deep Roads", "The Warden ensured Oghren and Felsi parted on bad terms" -- these sound more like events in Origins and his personal quest there. I'm not sure I understand what you're referring to with the Oghren panels - do you mean the ones under Awakening? Because he's a companion in there too. With more quests regarding Oghren and Felsi's relationship, that's what those panels are referring to. Or did I misread?

Every decision in the Keep will be addressed. According to Bioware if it wasn't in DAI, then it will be shown in a future title.

…I’d build the features requested by the writers.
Maybe they nixed it at the last moment and nobody wanted to redesign the tiling?
