Where do you go to buy tier 3 and 4 materials?

Tier 3 materials can be found in areas where enemy levels are maybe 16 and up. So areas in Orlais, like Emprise de Lion, Hissing Wastes, and Forbidden Oasis, may be your best bet in finding tier 3 materials.

 

Tier 4 materials can be acquired through fighting the dragons. I don't know if anything else is tier 4, but from my experience, dragon materials are considered tier 4. So by fighting the dragons, they will drop Dragon Bone, Dragon Webbing, and Dragon Scales for crafting. They will also drop Dragon's Tooth for masterwork materials.
