Can't find Belle in Val Royeaux(spoiler)

I've looked all over and can't find Belle in Barter by Belle to recruit her. Where exactly is she?

I never found her in my first game but in my second game, I think she was near the fruits and veggies to the left of the platform that the chantry people stand on. I was able to talk to her after I met with the chantry head and went through the long cut-scene.
