I think it was an option once. But after they looked at Iron Bull, whooping up 300+ armor rating with a t3 mastercraft by simply strapping a leather string across chest and a trashcan lid on shoulder and a moderately large tablecloth around waist.. They realized that would give you more armor rating than a small army combined. Thus all armor was heavily dearmorized and real protection was bestowed in cloth and leather and nothingness.. Oh or more likely.. EA happened.. again.
Makes sense, no?
The huge aesthetic changes made by DA2 shouldn't be underestimated. Don't even start me on the sudden change to the Irish Elves.

I can remember a friend of mine doing her first playthrough of DA2, and getting a text message along the lines of:
"So there's these new guys in the game. With massive horns and like no armour. Totally new Race. Works for me
Looky pretty hardcore"
Followed a couple of hours later by:
"WHAT. THE ACTUAL. $%&^. The Cow horn guys are supposed to be QUNARI??!? They retconed the Qunari!"
I see Inquisition in many ways as being an attempt bridge the gap between the two games and their very different design styles. But ideally I think we should be offered the choice of both extremes.
I mean, right now, as a Qunari Inquisitor you can neither be a full-plate knight style warrior or a bare chested and war painted warrior.
You basically have to dress as a Human.
