The one I was missing for a while was the one in the Hissing Wastes, until I finally realized I was also missing a Dwarf tomb and thought, "Uhm, maybe I'll just ride out some direction to the middle of no-where, maybe it's there." And picked random directions on the compass until I found it.

Does it say you are missing one under the Dragon Hunter quest/collection thing in your journal, or are you missing one under achievements? Because for some reason one or more of the dragons don't count for the achievement, even if you've completed the Dragon Hunter Quest in game, and you will only get the cheevo on a second playthrough.
Otherwise, here are the locations:
Hinterlands has one.
Crestwood has one.
Exalted Plains has one.
Western Approach has one.
Emerald Graves has one.
Hissing wastes has one.
Storm Coast has one.
Emprise du Lion has three.
Got those three too. It was fun to run the gauntlet. Did it without restocking potions!
This is why I'm confused as to what I missed. Is there a dragon in the Fallow Mire?

With all my playthroughs combined, I've killed 30 dragons.
My first playthrough I killed 11. That's counting the one when fighting Corypheus.
The western approach one is that 8 part quest with the researcher right? With setting up the traps and stuff. I got that one too. And the Hinterlands dragon. Plus one in the Emerlad Graves.The most annoying one to get to maybe? The one in the western approach?

I have yet to touch the Emerald Graves (I have 140 hours in), but that Storm Coast dragon is about to go night night next. Just gotta make some Electricity absorbing armor for my crew.
It's 9/10 for me in the journal. I have operations relating to dragon research now if that's relevant.

There are ten free roaming, and one alternate for the main quest, themikefest has done 3 playthroughs. I'm on my third one now, so I'm technically at 24 dragons. I only count coryphyfish's dragon as 1/2 a dragon, personally ;P

I killed all 10 but did not get the achievement...
I only got 5, couldn't get the other half due to not having enough DPS to get through the armor phases.
