Modders just found out her info in game text files. She's named "Shokrakar" and she was supposed to be a companion.

It seems Shokrakar was initially a female and she was then developed as a male in later phase of development. As intended to be a woman, she was supposed to have character model and voice over. And now as a male character, Shokrakar plays a role in War Table missions for Adaar, Qunari Inquisitor.
I wonder how she supposed to have looked.
Interesting. It would be great to see her at some point. Perhaps she'll turn up in future DLC.

Makes me wonder if he would have been the same, if she was included. Maybe one of them would only represent the Qun, while the other is the wild hedonist or Tal Vashoth.
I think that it's more likely that at some point Bioware just altered their initial Qunari companion idea and ultimately changed it into Iron Bull.
I know Bioware was against this before the launch of Inquisition but maybe this could be a character added in DLC.

There is probably a word for that time after a game's release when people begin to mine its files, only to discover cut content and scraps of leftover things that make so many people Absolutely Sure that the game Would Have Been Better with X. Or that Y Companion Was Removed because of This Other Thing.
I'm going to guess for the game devs that word is "headache." Probably followed by facepalm, a heavy sigh, and a desire to start drinking. 
Shokrakar is the name of the person you correspond with in the qunari mercenary war table quests as a qunari inquisitor ("we're running out of Ashaads"). Interesting since I just assumed that was a dude. (it's kind of a dude sounding name, right?)
Funny. I assumed it was a woman. Ashaad sounds male, and Shokrarkar sounds female to me. I pictured her as this badass-but-exasperated leader trying to hold things together in my absence. But then, Adaar sounds female to me too and I played a lady Qunari myself. I don't think you're wrong in assuming dude - I assumed woman likely because I'm a woman, my Qunari was a woman, and perhaps that influences the context of the notes.
Anyway, I like those notes. The Qunari war table quests are better than the Elven (too high stakes) or Human (too bland) ones if you ask me. Haven't rolled dwarf yet.
But... but she was perfect. Why did you cut this perfect qunari?
Oh well. Maybe we'll get a similar lady in DA4... one can hope.
Why was this cut?
We have nine companions already, plus three advisors. I suspect it was a simple matter of not having enough space or budget for another person.
She could probably be a potential DLC companion. Not usual for people to find data on unfinished or unused characters on disc. Kasumi from ME2 was basically in the same boat
We're not getting any DLC companions, according to various comments from Mike Laidlaw. Those tend to come out on release day or not at all, since it takes so much work to integrate them into the game.
Anyway, it's good to keep in mind that ALL games have lots of stuff that ends up on the cutting room floor. I am sad that a woman got cut, since the gender balance among the companions is so bad now .
Owch. I adore Bull and am glad for the return of a qunari companion, but I'd have given my left pinky toe for a female qunari companion!
