Sounds like she was meant to be a Sera to Iron Bull's Solas.

Could have sworn in a really early convo with Josephine, that she and my inquisitor used male gender pronouns when talking about Shokrakar.
Not that I'm complaining or anything, just very interesting. Either way, it's nice to have more story behind Shokrakar if this story is still attached to them.

I am betting there was originally an origin story/scene that took place at the conclave that got cut, and she was part of the Qunari one.
Speculation, but seems more likely than companions since those were all decided a long time ago (the survey)

The lack of Origins really hurts this game. I'd kill for Lortho (Dwarf Inquisitor) to be Leske 2.0.

She sounds pretty interesting, might of gotten the game if she had been in it over some of the others that did make it in.

Huh? The classes/races in this game all have unique origins. You may not actively play it out in the prologue as in DAO, but that doesn't mean that their origins don't count.

I don't think a playable origin story would really work for this kind of game like it did for DA:O, because in Origins, there was some kind of conflict that drove the PC from her/his home and forced the hero into the Wardens, but that's not really what happens here. The protagonist lived wherever, worked for mercenaries or was part of a noble family, and just happened to be lingering about on guard duty or spying or something before walking in on Corypheus' super-evil private shindig, but wasn't in any battle to get there. Basically, everything up until the Conclave's destruction was pretty much peaceful for this character. Seems like some dry gameplay.
If anything, the most that I think would really work for this game would be a playable sequence at the Temple of Sacred Ashes before its destruction, with some brief sequences of dialogue, ultimately leading you to a point where you're about to walk into a room, but suddenly find yourself inside the Fade, running from spiders and being led out by one of the aliens from Cocoon.

Ah, that would have been nice
Though, perhaps Bioware wasn't quite happy with their female Qunari and found them lacking some distinction and fierceness that the males doesn't lack?
I personally feel that some prominent people of colour is missing from the game, like at least one romance option.
Or another character (a woman in my mind) that the player got to work harder to get as companion, perhaps someone that is mired in some problematic arrangements and might even be considered an enemy early on, but where the player got to be a detective and solve some political, social and existential threats before she can give her estate to the inquisition as an agent, or join the player to "run with the wolves" as a companion. Perhaps an asian looking character (are not all the inquisition scouts, except Harding, asian looking?).

We have nine companions already, plus three advisors. I suspect it was a simple matter of not having enough space or budget for another person.
I am sad that a woman got cut, since the gender balance among the companions is so bad now
.
Wow, when actually counting them...! I am surprised. I've always had Cassandra in my team and typically either Sera, or Vivienne, so it hasn't been so obvious to me. Thanks for pointing this out.
It might be that with Josephine and Leliana is it considered more balanced with "women holding the fort"?

Can you imagine what life would be like if teachers or employers demanded the cut content from your reports or resume?
"I had this one argument, but it I cut it out, because I realized the logic surrounding it wasn't really sound. It ended up distracting from the main thesis of my paper."
Teacher: "No, you can't cut stuff out! Add it back in!"

Student: But I was delirious from lack of sleep and coffee and and I don't think dinosaurs have anything to do with the subject.
Teacher: But DINOSAURS!
(If they teachers where like.. well us.)

i wouldn't have minded that Sera being cut and replaced by her.
I wouldn't say that.
It's quite possible she would have been Sera, but then they found that that type of character didn't work so they came up with Sera.
Why was this cut?
Probably because it wasn't working.

I am not convinced this was a cut companion, but I'll definitely say I find the concept very intriguing and absolutely worthy of companion-ship.
I would fully support this concept being developed for a companion in DA4.

That sounds a lot like a female version of The Iron Bull, certainly in demeanor. Or a Qunari version of Sera. I think the redundancy is probably why it wasn't developed further beyond a basic character description, and then reworked into the Qunquisitor War Table missions.
This reminded me of the whole conversation Iron Bull has explaining how woman that fight are seen as men by the Qunari.
BioWare may have felt that delving into that territory directly with a companion was a line that they didn't want to cross for DAI. So they ended up axing the character entirely, and possibly writing it into Krem.

They've claimed they won't be adding any companions via DLC, though I'm not sure that includes Tallis-style companions who are only in the party for the duration of the DLC campaign instead of the whole game, like Shale or Sebastian.

First Ketojan, now this Shokrakar. It's a shame BioWare ends up cutting THE characters that could give us another nuanced view of life under the Qun. All major Qunari characters so far; Sten, Arishok, Tallis and now The Iron Bull, have been very devout followers of the Qun.
Well, we got Dorian in Inquisition who finally shows us that not everyone born in Tevinter is a slaver with a penchant for blood magic, so there's that. Maybe next game we'll get an anti-Qun Qunari character.

You know, I'd take not having her as a companion, but it would have been nice not to be the only female qunari in the game if you play as one. Jeez.
And exactly how many Qunari do you think are walking around in the south of thedas? Ferelden and Orlais isn't exactly next door to the Qunari held lands.. Thedas doesn't exactly have modern forms of transportation that cause a diaspora of peoples from their places of origin like we see today. Seeing a Qunari in the south is about as rare as seeing an African in 1100 ad England. Yes there are historical records of Africans in Northern europe in this time frame but they are extremely rare. About as rare as Qunari in the south. In other words seeing only one or two in all of ferelden and orlais is about right.
If this game was set in the north then I think you would have a legitimate point most of the game takes place not only in the south of thedas but in the southern parts of ferelden and Orlais. 8 out of the games 10 zones are in the southern reaches of both nations.

Not really an excuse? The war table missions you get as a qunari clearly hint at there being multiple qunari in that mercenary group. Would have been nice to see them, that's all :/
