However, those saying Unbowed is useless in general do not understand it's function, which is guard generation without taunting, which as you say is perfect for DPS warriors, being the Reaver and Katari.

The Legionnaire also has access to it, but due to the 4 skill limit I can't see it being useful for him. Except maybe for a purely defensive build, but honestly Payback Strike is too good to pass up. It even breaks CC and staggers enemies as well.

This. The Legionnaire has access to both, but one is obviously superior to the other for his role. For a dps just looking for a bit of survival its alright, but for the  Templar? she should totally have access to War Cry unless the shield is just for show.

Unbowed can stun enemies nearby, does not cost stamina and can be used when knocked down...maybe even when panicked like payback strike can, I am not sure. However it is not your ideal move if you are the main tank of a group due to the lack of taunting ability, but it is useful in it's own right.

While not entirely possible in Multiplayer, I use the two in tandem with shield wall in single player to keep enemies off balance and focused on me.

My point exactly, its a good ability in singleplayer where you have a bigger hotbar that can be customized between battles if need be. But in multiplayer, the four slot limitation limits its usefulness quite a bit for a tank, especially for a fairly long cooldown ability. And the fact that it costs no stamina is less of a plus in that situation too, at least for the Legionnaire as a pure tank.

Exactly. Dedicated tanks need a way to create threat more than guard, given that they probably already have the means to do so in the form of Shield Wall, War Cry, Walking Fortress ETC.

Auxillary Tanks and/or DPS warriors make better use of Unbowed.
