i had the issue, but it corrected itself either after a separate playthru where i killed a few dragons, or when the recent patch loaded in, i don't know which. but it will eventually click in.

Blah....wish I could have had them stuffed and put in skyhold like the one in the Hunted mansion in the emerald graves

Yeah it only counts 9 the first time. You have to kill one more in a second playthrough.
