Technically, any of the three keeps can be the first, but yeah, Crestwood is the most likely one.

Yeah that one is huge..and right there in hinterland..wich could be a nice location to craft or upgrade potions instead of going back to Haven/Skyhold...
Instead..ya kill everything and it stay there..empty....

I think it was intended to be claimable at one point, the Trebuchets have inquisition logo ammunition. But since you can clear it before the Haven attack, I think it would be a plot hole of "why not just move to GFV?"
Still, it'd be sweet to get to claim it post Skyhold.
