is it worth taking or should I just use something like evade since im a rogue?

You're given the ability during a story mission. You can't not have it. 

 

You don't have to hot key it, though.

Keep it. Its good against dragons from what I've seen.

It's a good "get out of jail" card. Does decent damage (pretty good if you upgraded focus via perks), and stuns for a good chunk of time. 

 

As a rogue if you're having trouble with an ogre like in Emprise (red lyrium Ogre) then you can cast it to stun all the enemies and probably kill everything except the ogre with the ability alone, then go to town on the Ogre for a good 5 seconds from a flanking position.

 

It's decent. I'd keep it in my hotkeys until to at least level 15+ and my hotkey bar becomes filled, even then it's still decent.

Also its worth it to keep just to get the passive that is after it.
