Hello, i might be stupid and overlooking something obvious, but right now i am stuck in the war room in Haven, I have 33 Power, so more than enough to start "In Hushed Whispers" or "Champions of the Just" and they are marked as available on my war room map. Also my journal tells me to go to the war room for both quests. I read somewhere that my advisors will talk to me before i make the decission to join the mages or the templars, but when i enter the war room, nothing happens. I can only use the map. I can select both quests, but i cannot start them. What do i need to do to continue? Or have i stumbled upon a game breaking bug?!? 
Stuck in Haven! Cannot start Mage or Templar Quest. Please Help!

I get a description of the mission, but cannot do anything more. I made some screenshots. First in front of the war room:

Probably, in the last screen you should have the option to start the mission. Have you tried to do some of other war table missions (the ones with the !-sign) to see if this is a temporary glitch. You didn't have a problem with any of the earlier missions?
From the X's, B's and Y's, I take it you are using a pad. Have you tried using mouse and keyboard - it could be a controller related issue on PC.

Holy crap, you are right! I am using my xbox 360 controller. After switching to mouse, i suddenly have a button called "select" to start the mission. Thank you so much!

Glad it worked out - especially since In Hushed Whispers is an interesting mission to say the least.
