There is a difference between acting as a bridge, and being a bridge. Neither Wrex, Liara, Garrus, Mordin, Thane, EDI or Javik were entirely bridges to their people. Beyond their bridging duties (if any), they all had a personality that was clearly separate from that of their species, whereas Tali does not. She never, ever does anything that isn't in the interest of her people. She has no life outside of the fleet. That's what makes her a bridge and nothing else.
