 Hey. I am kind of unable to find all the books for that quests, I got 29 now. I also had a BUG in one place where the book was so high in the air, like I have to be a bird to get it.

if you leave and go back to skyhold the books are all in the same place and you can collect them again.  and again.  Even once the quest is done you'll see them.

Where is the NPC who gives this quest? I read about being a elf in the library, but can't find anyone which said description

Those books are all over Skyhold and you'll be able to click on the same books you clicked before and have those clicks count (once you've left Skyhold and come back). In fact, even once you finish the quest, those books will still be there, waiting to be clicked on again. 

 

The elf is standing between the area where Dorian hangs out and the research table. He wears a mage's robe and should have a speech bubble over his head.

No luck, the only ones with speech bubbles in the library are Dorian, Helisma (the researcher) and Fiona (I sided with the mages)

I did make a mistake on where he is but he's still supposed to be close. He's right past the research table, between research table and the stairs to Lelianna. Sorry he's gone AWOL on you.

If you mean the book in the air in the garden, where the stone stairs are, then that can be collected but you have to do it from the stairs instead of from the ground level. Also, some books can be collected more than once (bug perhaps).

Now you will get to look forward to seeing all those clickable books for the rest of the game. They never go away, even when the quest is over.

The librarian elf only appears once you select one of Leliana's inquisition perks - the one that gives you extra xp for creature research.  Puzzled the heck out of me for a while too as I never selected that perk on my first playthrough.
