It seems I have somehow gotten bugged with this quest, From what I have read you are supposed to be able to give the information to Clara and get a war table mission from it. I have reloaded 4 times now and no such mission pops up. However, when I give the evidence to Fairbanks and let him rip it up I get a Manage Freeman Stolen Property Option which I thought you get for simply completing the Victims of War quest. Am I bugged or does Claras mission show up later? Is it now set so you can only get one war table mission or the other (everything I have read suggests you should be able to get both. Some information on this would be awesome.

This bug also happened to me...  And you can't use a earlier save, due to the length of time it took to complete the main quest in the area.  (hours)   : (  

 

The items for this quest are available to be picked up before the quest is even given. (this should not be happening)  So when you finally obtain the quest to look for the proof there is nothing to be found, as these items were removed earlier while exploring to take out the Freemen in that area.  

 

Update:

After a game and pc reboot I revisited the quest and the items were present for pickup.
