It seems I am bugged with this quest. I cannot get the Capitialize on Fairbanks Nobility operation when I choose Clara (I have tried 4 times now.) I also cannot get the war table mission for Manage the Freeman Stolen Property unless I give the nobility evidence to Fairbanks. Am I supposed to be able to get both or did my game bug out?
