Well Qunari are pretty much "dragon race"(as it is revealed by one of conversations with IB).

And as far as I know both dragons and other horned animals don't get born with horns. The horns part comes much later.

I said pretty much lol

Still as I said it doesn't matter is it dragon or no...the all horned animals get their young without horns that was the point. So I don't see why Qunari case would not be same.

I'm more intrigued if Qunari hybrid with some another race is possible now that is mystery to me at least.

Cory outright says to a qunari your race is not a race, it's a mistake. Sten(Arishok) in the comics also hinted at a connection to dragons.

Er I kinda think it might actually have some truth considering if you are a reaver he notices that you smell like a dragon and he says its a Qunari thing and all Qunari have a thing for dragons for some reason.

Oh and he developed his reaver abilities naturally and those who have the darkspawn DLC note that sten's spec was reaver also.

Also, the comics hint to that as well.

There are a few hints that the Qunari are the dragonborn of the DA setting in game and in comics. Something is going on with them, that's for sure.

But back on topic, just like deer and stags, and rhino, babies are born without horns and they grow over time. If your concern is over the size of the head, Qunari females have rather nice child baring hips, and have been breed for that reason.
Now if your concern is over the more likely hood of a Qunari wife head butting the 'father' for putting her through the 'joys of child birth', you can relax as due to the Qun not really believing in that whole marriage/family unit thing, it's unlikely the father would be there at all. So all good.

That with Qunari that fallow the qun. Tal-vishoth and Vishoth do get married or have life mates.

They likely follow other horned creatures in that horns develop after puberty

From what we know they reproduce like all the other races in thedas biologically speaking, but they just don't know their parents and all children are raised in units by tamassrans. As for the horn issue, there was a party conversation between cole and bull that occurs if you save the Chargers, or at least I think that's a requirement, where cole talks about Bulls childhood with a tamassran. cole mentions the rough spots on the kid Bulls head where the horns will grow, so they are born hornless and, for most of them, they grow later.
