It doesn't matter is it cousins or whatever or how distant they are...it still considered to be incest.
By that definition, incest is everywhere. We all come from somewhere after all and not every single family had their own genetic ancenstor after all.

It seems to me that most of the people in this thread are going too wide with this subject, the philosophical stance "we are all related in some way for we all come from the same god/simple organism that started the evolution" etc. And I don't think the OP wanted to hear that, his/her question can be pretty much summed up to "if he is my distant cousin is it incest for he IS, in fact, my cousin?" or better yet "at what point is it considered incest?" and the answer is in what we traditionally see as incest - we see it as such if it is with a close member of the family, 1st, 2nd knee cousin as well. Beyond that it depends on the culture. Actually, it entirely depends on the culture of certain nations. In some cultures it may be the case that relationship between brother and sister isn't frowned upon, though I can't give an example of such.

1.There is no actual relation.
2. If there were a relation, it's got seven hundred years separation. A Cousland warden is probably more closely related to Alistair or Leliana than they are to Morrigan.
