where exactly do I find the "A book on Reaver methods"? It does not lie next to Iron Bull in the Tavern ...

You probably already have it. Somtimes the log does not update but no worries when you go to craft the infusion it will be there. You can check it by going to the quartermaster and see if its in the crafting part.

If it is not, go to Iron Bull in the tavern, he will have the book next to him.
