Despite the epilogue I can't believe Leliana could get those reforms through and keep things semi stable without a bit of bloodshed. I think the difference is unhardened she'll also negotiate to get what she wants with a bit of blackmail and killing only if there's no other option, hardened goes right to assassination.

Or she hires bards to take care of the details and remains ignorant on the means. Or those close to her handle the dirty jobs and don't let her know.

While I agree, you got give her old bard skills credit. That's her real strength.. to be a smooth operator..or to inspire...she's just tapping into it again, instead of assassinating people. Remember how she doesn't even want to tell stories in the beginning of the game? I see that as a sign that she isn't very bard-like at that point.
You know how you can ask Scout Harding, "What's new?" when you see at Skyhold? One of her responses is: "Sister Leliana looked at me the other day. I think she's going to have me killed."

If nothing else, it's proved right that Leliana has a scary ongoing case of "the voices in my head give me better insight into right and wrong than anybody else and it's my personal mission to get the world in line." This is largely benevolent or at least harmless in DAO because all the "visionary" voice is telling her is help destory the Blight and something vague about being less hidebound and more compassionate than the traditional Chantry. However, when this impulse is coupled with hardened Leliana, it can make her pretty unbalanced and not someone I would ever want in a position of power.
