and Cremisius Aclassi aka Krem's is pretty good too, though he (or she?) talk so fast that something I didn't catch what he's saying, but still, great.
That would be Jennifer Hale, one of the biggest names in voice acting, best known to BioWare fans as female Commander Shepard from Mass Effect 
And she's doing a surprisingly good British accent for someone born in Newfoundland and transported to the US.
The voice acting is overall awesome. The twelve people of the inner circle are particularly awesome. It's a shock to see how little formal acting experience some of those people have had, going by their IMDB pages.
Even minor characters are much better voice-acted in DAI. Origins had an awesome inner circle too, but some of its minor characters were atrocious.
Some of the francophone actors in Inquisition did have more trouble delivering their lines in English. It didn't strike me as at all surprising that Celene's voice actress is actually a talent agent with only three small acting credits to her name.
For the most part even minor roles, though, were superb. I didn't find myself laughing at them at the delivery at all. Some of the roles in Origins - particularly elves, and this Templar in the Fade sequence - have me in hysterics they were so bad. But every little shopkeeper and minor functionary was awesome in inquisition, and it was only Celene i found a little jarring.
