Is it a bug? Because when ever I know I should have a prisoner like the Tervinter Mage, or when the throne becomes accessible I look in the cells and no one is there!

Did you actually condemn them to imprisonment? I've not actually done that with anyone yet but might try it just to see. I don't think you can visit anyone before you pass judgement but we were told you should be able to afterwards, so if there is no one there, either that was not implemented or it is a bug.

No I mean before judgement. An npc usually says that they are down there so I go and look, and no one is there. I have tried afterwards too but to no avail.

I think you only get to see them there if during judgement you choose the "lock them up and throw away the key" option.

Those cells being empty with all of the battles that your Inquisition engages in makes no [" _ _ _ _ "] sense?

I've Managed to get Arimond, Florieanne and Dedrick in there - guard still says none but you see them in the cells.
