It seems like a pretty straightforward skill. But sometimes when I use it on archer Sera, she jumps into melee range before cutting loose. What gives?

It's a melee-ish skill.

But it also seems to work at range, which is the puzzle. She doesn't always jump into melee, as far as I can tell.

You can cast it at range, but it ends with a twin-fangs-like animation that will bring the caster to melee range.
