Also, some people say there is a bug regarding the hat that it turns hair white while others say its a cap underneath it to prevent clipping issues with the hair styles in case. Does this affect cut scenes as well?

You can random find it boxes but kill the Crestwood dragon(lv13) and it drops the schematics for you to make the hat. With the short list perk you can buy the schematic for an superior version.

 

You wear some sort cap under the hat (there snitches on the side) to prevent clipping the one I found was white but when making the hat (I wanted a blue one) I got the soft cap to turn brown (matching my guys hair colour) not sure how I did this though...

 

You don't wear hats in cut scenes so they will be unaffected.

I found it in Redcliffe in a chest at the end of the pier.

where in crestwood can I find the dragon? Like, which direction on the map should I head to?

This hat looks horrible on my Inquisitor but awesome on Varric. He always gets it in every playthrough.

I'm pretty sure it has a 100% drop rate from that small cabin right next to your first Hinterlands camp, on the way to the Crossroads.
