I got the impression that she hustled everyone, but not necessarily cheated - she just played into people's expectations that she was a naive, silly girl who wouldn't know how to play. But she played The Game in Orlais for awhile, so of course she's good at cards (and bluffing).
I am quite sure Cullen let me win at chess to get into my ugly pyjama pants though (spoiler alert: it totes worked.)

I did this scene twice, once as Josephine's lover and once not. When I was romancing her I won and in the other case she won. I suspect she let me win, which is what I think the OP meant.

It depends on the choices made by the Inquisitor as well. During the first hand you have to raise and during the last you have to go all in.

I was alarmed when Cullen lost even if playing fairly. He's supposed to be GOOD at strategy. My jaw dropped and I said aloud, "This guy shouldn't be the commander!"
But yeah, I think he let her win now.
