I don't think she cheated. And she only says that to a romanced inquisitor if you win. You have to call the bluff at the beginning of the scene, and then try to win your money back at the end in order to get the winning outcome.

After you complete Varric's personal quest, the next time you speak to him you should get a long (and quite amusing) cutscene where you go to play Wicked Grace with a bunch of the inner circle. Josie plays sweet and innocent but it turns out she is very, very good at Thedosian poker! Cullen, on the other hand...bless his heart.

I was alarmed when Cullen lost even if playing fairly. He's supposed to be GOOD at strategy. My jaw dropped and I said aloud, "This guy shouldn't be the commander!"
But yeah, I think he let her win now.
War strategy is different from strategy when playing card games. Though trying to hard to beat someone who has already shown that she's completely outclassing you is foolish no matter what.

One of the conversations with Varric at Skyhold late in the game can lead to a scene with most of the companions & advisors playing Wicked Grace. In order to get it you have to complete Varric's personal quest, and probably have high approval with him as well.

I got the impression that she hustled everyone, but not necessarily cheated - she just played into people's expectations that she was a naive, silly girl who wouldn't know how to play. But she played The Game in Orlais for awhile, so of course she's good at cards (and bluffing).
I am quite sure Cullen let me win at chess to get into my ugly pyjama pants though (spoiler alert: it totes worked.)
Correct, in fact in one of the War Table missions, (something concerning Varric / Hard in Hightown) he says "first off, you play a mean hand of wicked grace" while writing to Josephine. She was definitely acting like she didn't know what she was doing, clever ambassador xD

Different situations. I am pretty good at playing strategy games that need different counters and large maps and large rulebooks, but when it comes to games like chess or go which operate on bare pattern recognition strategy I lose it pretty quickly. I'm also pretty good at cards, including counting. Reverse those for my husband - he's good at chess and go, not so good at large strategy games and he can play cards all right but not as well as I can.
You can also have different strengths at games, too. You can excel at reactive strategy or you can be good at planning a strategy through successive turns.
So just because Cullen doesn't play cards well which is much more complicated than just counting the cards and playing them right but also involves being able to read your opponents' body language (something any good diplomat is going to excel at but a general won't necessarily), doesn't mean he isn't very good at knowing troop strengths, capabilities and seeing the patterns of movements and terrain and how to counter those things.

Card games are more about psychology than strategy.
Cullen shows time and again that he's a very straightforward guy who is completely incapable of reading other people.
Josi...well, diplomacy is about guessing other people's hand without showing yours. Also, she was a bard. So this should come naturally to her.
