No, they only develop a relationship if neither are romanced by the Inquisitor. Neither cheats on the Inquisitor.

Plus their relationship doesn't get physical. It is a special kind of relationship where nothing happens.

I am quite sure Cullen let me win at chess to get into my ugly pyjama pants though (spoiler alert: it totes worked.)

 

Interestingly, he wins if you try to cheat. Apparently he only lets you win if you're a good girl :D 

 

On a side note, how do you get Josie and Blackwall to hit it off? I haven't romanced either of them and this is the first time I'm hearing about it  :huh:

I'd love to learn how to actually play Wicked Grace. It sounds like a boatload of fun. But no, being exceptionally skilled at manipulating players isn't really cheating. All card games like poker are essentially psychological battles too.
