Ya The Hinterlands has at least 4 high level rifts. 2 in the SW corner where some other higher level content is, and the Dwarfson's Pass one that has Rage demons, and then there's one East of Dennet's farm that is running through a creek close to the Mage hideout that is higher level, tough because of several despair demons.
Basically Bioware wants you to dance through several zones back and fourth as your leveling but really failed at this...pretty much all players are used to clearing 1 zone at a time which leads to huge confusion for most. Due to this system, it really messed up the way everything scales in all the zones, after a certain point, you start noticing the loot is just low level garbage unless you skip multiple zones and go straight to emprise/hissing wastes...which is just lame to miss out on all the content along the way.
