Every spell is "situational." Dispel might not do anything against vanilla mobs with no buffs, barriers, special abilities, etc., but those are also the easiest enemies to kill without taking significant damage. So in that "situation" other spells are not very useful either, you could go without them and still get through the encounter without much difficulty. In most actual difficult fights however Dispel is incredible for its cost (both in terms of how many ability points it takes to unlock, and its mana cost/CD).
Fair point. I guess the point I was making was more to do with its mix of attributes serving no spec particularly well. Sure, it'll be effective in most fights in practice, despite not being a flashy nuke - but the majority of them will be simply barrier busting. For its cost, that's fine on paper, but on a rift Mage - which basically ignores mana costs - that isn't that big a deal, and on a KE, which could benefit from its low cost, it's already able to crack barriers easily using its melee attack.
Hence, it really earns its keep when one wants to circumvent Rifts and magic AoEs, and while that's useful, it's up for debate whether it's worth a slot. That's the gist of what I'm saying - its a fair spell but it's not like you're automatically gimping your build by not taking it
