Yep, skinny jeans look nice on some girls but definitely never on guys!
Skinny jeans look good on most girls providing they're not overweight.
Men should really only wear slim/straight fit jeans, not skinny jeans or baggy jeans. That being said, I've seen a few guys pull the look off with "looser" skinny jeans. Baggy fit jeans, relaxed fit jeans, loose fit jeans and the "Regular-baggy" fit jeans should be avoided:

But so many men don these not realizing they look like peasants/tramps who brought four sizes up. Men who are slim/average weight shouldn't wear relaxed/baggy/loose jeans which are made for people who are fatter.
Jeans should fit you without being baggy and for men they should have a little extra space for the comfort:

If you buy the right pair of jeans, they should look good fitting and not be tight.
Too many men just snatch the first pair of jeans that fit their length without having any idea about fits and whether the jeans are tampered or not.

Well it's 2015 and Levi still advertise jeans that fit properly and they're advertising to the world now not to farmers.

On a girl, flared jeans paired with high heels are freaking HOT!! Besides, every girl and her mum are wearing skinny jeans nowadays, so its nice to be a bit different from the masses. 8)
It depends on the sizing I guess. Some women can pull them off good.
