All three have the potential to lead to drama for the next game, so there's no wrong answer. I have worldstates with every possible combination.
So what do we think the best outcome is for Wicked Eyes and Wicked Hearts?

I trust Briala.
True, she is well trained in the Orlesian ways so she hardly is a saint, but there is no reason to doubt her intentions.
Briala seems to genuinely care about her people in The Masked Empire, and the epilogue where she rules behind Gaspard does mention her actions on the elves behalf.
Lastly, Solas admires her and a wise person like him would know if she were full of ****.

Most likely, the next game won't mention Orlais or Ferelden at all. You know how BioWare is.

If you ask me, Celene deserves to die for burning down that alienage for the sake of her reputation.
Gaspard isn't a lot better, and I wouldn't put it past him to do the same thing. Cassandra mistakes his distaste of the Game for morality but that has nothing to do with it.
He merely hates playing around for too long instead of murdering those who oppose him right away.
People love whining.
This franchise references past events and choices constantly.
Hey look! Kieran is here, that kid we were never gonna see because there is no follow up on anything we ever do. Ohh wait.

I don't think there's a right choice here, since you're either handing control over to an Orlesian or an elf, and I dunno which one's worse. I myself was highly disappointed that there was no "assassinate all" option. Out of the three, Gaspard's got the coolest voice and the coolest name, so I chose him.
