Actually, I don't think Bioware is planning to stick with the whole "Dwarves can't use magic" thing for much longer. I just went up against another player in HoDA, and they had a Sandal in their party. He was listed as a "mage". His ability was to raise some magical instrument in the air and it flashed some uber light that decimated my team (in fairness, he was much higher level than me). While its debateable how much of that game is canon, the devs took pains to make sure every other character matched up with their DAO/2 counterparts class/skill-wise, so for now I'm assuming this is a taste of things to come.

HoDA isn't a good source to use x) Because cullen is a 2-hander when he is a sword and sheild in the real games, Anders cat wears clothes, nugs are strong etc etc. So I think they'll stick with their dwarfs cannot use magic thing but explain it with lyrium exposure probably.
