I don't have the game installed anymore, and in my save game folder I didn't have any saves that started with "Char_", which indicates a finished game. So, just to mess around, I took my most recent save game file (which starts with the name of your character, such as Garth00_01 - the most recent save will have the highest number) and changed the name to Char_01 (so, for example, I took Garth00_07 and changed it to Char_01). Then I launched ME2, and lo and behold, my saved game showed up. I tried selecting it, and it did carry over all my info (such as name, rank, decisions) correctly. So, the key here is that ME2 will only recognize save files that start with Char_. You'll want to make sure you use a save file that you know you made after making the final choices in ME1, such as whether or not to save the council. Hopefully this should save people some trouble. I should note that you'll still need to make sure the save file is in the \\\\Mass Effect 2\\\\Saves\\\\ME1 folder, or you can rename the file in the original Mass Effect\\\\Saves folder and then just use the Configure Utility to pull it over.

After following these steps, it finally worked for me too.
One note though, I used a save file that was not complete, but rather right after I chose to sacrifice Kaiden and Save Ashley. When Mass Effect 2 asked me to confirm my previous game's decisions, everything was intact, except that it said that I decided to let the council die. Apparently the import/conversion process will use whatever data it has in your save file and then fall back to defaults for choices that it can't find in your file.

I was then able to use the launcher to transfer my ME1 files to ME2.

And it doesnt look like a permissions issue, but then its pretty hard to tell with steam...
dont actually have mass 1 installed, just have the save games.
Anyone else in the same boat? thats whats causing all our problems by any chance? Am I going to be able to do this?

Here is the best work around for those that lost their saves either due to a console switch or lost data:

It's a repository of save game files - you can still, I think, pick the way your character looks in ME2, but this has a pretty good history of what each character did: I found a darn good match for the decisions I made during ME1 (remember to scroll down for each profile). For those that did complete their saves, there are two files if you drill down to the file structure that are needed - the second file only comes after you hit the ending sequence.

Hm... I looked at the FAQ for info on how to import my saves. I never even though about using the configuration utility. that's kind've an oscure place to put the info. If you knew to look at the config utility, you wouldn't not have to look at the FAQ in the first place.
I will forgive you, though, since the games are so awesome.

It seems that you need to have a saved file that starts with "Char_" in the file name, and that perhaps you only get one from a completed game save file. However, you can rename a save file from an incomplete game to something with "Char_" in the front of the file name and it will work as well, even if you haven't beaten the game on that save file.

Furthermore, If i rename it in the ME1 folder and try to use the config tool to import that folder, it crashes.
I'm digressing a little bit here, but it seems evident to me that blizzard has a wicked amount of technical talent working for them, but all the artistic talent that founded all their big franchises are gone. So what WoW has become is this giant pile of SHA1 running auto-fixing exception-handling blob of amorphous code. I always thought that was going to be a detriment to D3 and SC2, but after banging my head against this save-file wall for a few days now... it would be nice if there was some utility I could run to verify (and correct) the integrity of my save file.
That said, even if ME2 is backed by no more than co-production money from EA, I'm sure EA would be ****ing to high hell about any more delays for a "shippable bug" like that.
I'm going to re-download ME1, install it and see if that I open the save piddle around and resave if I can get everything back in order.

When I run Mass Effect 2 and choose import ME1 character, I see five saves (0 to 4), that have no text in the boxes, and nothing on the right hand pane except a badge/achievement icon of some sort. Clicking on a save and choosing import does nothing.
I am running Win7 x64, I have tried doing the config both as admin (run the launcher as admin), run the shortcut on my desktop as admin, and just doubleclicking the shortcut for the launcher. I have erased the files that appear in the ME1 folder under mass effect 2's saves folder, after each variation fails in-game.
My game is actually installed on E: if it matters (it shouldn't). My save games are from an old windows xp 32 bit install, but I have also tried manually copying the Char_* files, and taking ownership/forcing profile changes on the whole ME1 subfolder to make sure there's not a security/sharing issue, and no change.
Editing to remove my dissatisfaction with bioware not answering. The answers were so generic I glossed over them, but have to give credit for being in the thread at least twice.

Turns out htere was nothing wrong with the game, only a few things wrong with my save files.
When I setup my SSD raid I lost the mass effect saves, somehow I managed to grab some ancient barely-past-the-first-level saves. For me, at least, theres nothing wrong technically.
So!
My workaround is this:
I imported 2 or three "prefab" saves. If your in my situation, you might want to just find a save as similar as possible to your save and use it. The in game inclusion of some of your choices are nice hints, but again, Bioware wouldn't write 2^7 storylines, so the imported stuff is non-crucial.
