What the best general purpose rune and magic school?

I don't want to have a rune or spell be useless when fighting certain enemies, are there ones that work against most enemies?

that, although you can't use spirit runes on non-staff weapons. In think electricity is your best bet for those, enemies immune to that are relatively rare (Pride Demons are the only ones that come to mind)

Spirit and lightning are the least resisted elements, but there will still be cases where you will find your spells doing 1 damage because of resistances. That's why I always carry a spare staff and have my mages learn Energy Barrage.

+1. Spirit is flatly the best element in terms of general use but the spells that use it are only available via specialisations, and the runes appear only later on, and only work for staffs.

In comparison, lightning is resisted rarely enough to pull ahead of both frost and fire and is available via a number of sources.

My personal preference is a storm staff with spirit rune, with a fire staff as backup, and every mage learning Energy Barrage.

Everyone always forgets Red Templars resistance to electricity, and they are EVERYWHERE. 

 

Not to mention random spiders that are resistant to it.

 

Fire is the best. You only have to deal with venatori mages, and rage demons

And dragons, and some dragonlings, and some beasts... The point is you always have to carry 2 staves.

In regards to runes am I right assuming...
If you have a bow that has a base 172dps then place a +20 vs Dragons Rune which raises the damage to 194dps. Does that 194dps that it so hugely displays on all enemies or is only against dragons. With the base damage of 172dps being against everything else.

Just ignore DPS, and you'll avoid all the confusion. No, equipping a rune for dragons doesn't raise the DPS against all enemies. Its just a fallacious number that is trying to confuse you.

With the huge inventory size relative to how very little spare gear you generally need to lug around, there's not much reason to not just have one of each staff type (other than pure laziness :P). Even if the enemy doesn't resist your lightning staff, they might be weak to a frost or fire instead, so you could still get more damage with those options available. Not necessary for mooks but good to keep in mind for boss/elite fights.

 

Runes are trickier since they're permanent......

This is a good thing to keep in mind. For my Knight-Enchanter, the best element was fire, because I had spirit damage on my main attack, but Despair Demons were very annoying and had to be put down at range.

 

For runes, Spirit Runes are great on staves, and I rarely see a reason to use anything else. For the other elemental runes on non-staves, I wouldn't worry about it too much. Aside from boss fights, enemy groups generally aren't comprised solely of enemies that are immune to an element (Venatori have their Zealots which burn just fine, for example). I generally stay away from the enemy specific runes unless it's for a party member I only pull out in certain situations. Like if you're only using Varric when hunting down red lyrium deposits, you might give him a cleansing rune, since they're usually guarded by Red Templars. Or if you have party members you sub in for fighting dragons, you can give them your best dragon-slaying runes.

Runes only affect your auto-attacks anyway IIRC. So it doesn't really matter what you choose. Just go for something that colour-coordinates with your gear.

Mage staff runes also affect Spirit Blade, which is a big deal.  Might affect others, too.

Same here - storm staff with spirit rune, but with Fire Mine on the bar, my mage Inquisitor has no need to carry a backup staff. ;)
