I didnt recruit Vivi as im playing a mage myself and she didnt get on with Sera, who I was planning to romance, but ive read that you cant romance Sera if you dont have Vivienne to enable a quest, is this correct?
Also where does the initial Sera mission pop up, ive just got out of the fade after Adamant and there is still no option to romance her
I've played through the game twice and haven't seen any connection between Vivienne and Sera, in quests or otherwise. As for romance, maybe it's a bug?

Vivienne has an integral role in Sera's gift quest for her romance.
As far as if it can proceed without her, I'm not sure. It seems like a serious lack of foresight if it's true. You've got other people filling a role in another companion's scene if the original wasn't recruited (like Leliana playing chess with Cullen instead of Dorian), so it seems weird they wouldn't offer an alternative.

Bioware knew majority of the fanbase wouldn't agree with pro-Templar Vivienne and so might not recruit her, so they made sure the nude lesbian scene can only be seen by having Vivienne in your team. Clever Bioware.....
Question has been answered already but re-consider OP having Viv and Sera together in your party makes for some glorious lols romanced or not, Sera tries to verbally duel with her but Viv just eviscerates her, it's quite painful to listen to at times but really entertaining. And Viv's reaction to an Inquisitor who asks her for a gift idea for Sera is one of the funniest moments I've had in this game.

as for the romance, I found out you need to lock in the romance before 'what pride has wrought' and wont initiate after 'wicked eyes and wicked hearts' and that the quest 'Vercheild March' triggers it....so ive done the Vecheiled March quest, done the 'pranking quest', have not done 'what pride has wrought' yet but im still getting the 'lets travel around more' busllsh1t...does she need a certain level of approval? If so where the frack do you find it?

Is that a conversation thing or a war table thing? How does the Vivi quest start?

You don't need to recruit Vivienne in order to romance Sera.
Talking to all companions isn't what starts Sera's romance. At one point in the romance, there's a gift quest where you have to talk to each recruited companion about it. If you didn't recruit Vivienne, it won't be required to speak to her, ofc. However, if you do have Vivienne recruited and you take her advice during this quest, it opens up an extra scene with Sera.
To actually start Sera's romance, you have to select that option from the dialog wheel under the 'Special' tree. I think you need to have reached a certain approval level first and completed her personal mission and prank mission before she'll agree to a relationship. This option will go away after "What Pride Had Wrought". Also, make sure you have exhausted all of her dialog options (they show up on the right side of the wheel). Doing her wartable missions helps as well.
Sera has a fetish for Qunari females. I'd romance her with a Qunari

Sadly, no. If you turn down Vivienne's suggestion prior to asking for Dorian's advice, then he'll bring it up again and give you a second chance at it. He wont bring it up on his own though.
