This is my first time playing ME and I chose Vanguard for my first play through. Should I get weapons or biotics up first? Is lift or barrier more important to get first? Can someone give me an order for talents. I don't want to gimp my character early on. Thanks!

Barrier and 1 rank of Throw immediately. Then, Assault training for Adrenaline Rush and to unlock medium armor. Then, 1 rank of Lift.
I recommend Shock Trooper specialization (you will receive an assignment when you are eligible) as a Vanguard. You will be up close potentially taking lots of damage, and you can spam Adrenaline Rush.

Vanguards as a first character are a bit of a pain in the arse. The problem is they benefit a lot from a bonus talent and they are a bit point starved leaving little wiggle room. I would actually recommend restarting as an adept to unlock singularity.
That said here is the build I would aim for at level 50 for a first play,
Pistols - 12
Shotguns - 0
Assault Training - 12
Tactical Armor - 7
Throw - 8
Lift - 12
Warp - 12
Barrier - 7
Shock Trooper - 12
Charm or Intimidate - 6 + 4 free
Spectre Training - 4
A few notes on this, it lacks shotgun because shotguns are not actually useful. They are a lot of fun but every time I've timed encounters I have always cleared them much faster using a pistol. Pistol with master marksman deals the fastest damage in the game. If however you want to use Shotguns, because they are fun, drop pistols and warp to 6 and drop those points into Shotgun.
As you gain enough paragon or renegade rating to unlock a full meter of charm or intimidate you will gain 4 free points. If you do a new game plus you can gain those points again on top so it is possible to maximise charm and intimidate across three play throughs without spending a single point. This is why they are always entirely left behind in serious level 60 builds. For a first play through I recommend investing in them, although in the long term doing so kind of is gimping the character but then again not having a bonus talent has already done that. On top of those 4 free points 6 more brings you to 10, which is enough to pass all but one charm option and that comes up so early most players won't have enough of the charm bar unlocked for it to be possible to pass (I'm inclined to believe the difficulty of that charm test is actually a mistake).
As for buy order, Assault Training is the key to making Vanguards work get it 12 early. Also I suggest making Charm or Intimidate a priority, keep it maxed as it unlocks (up to 10 any way). A first point in Vanguard early is a good idea as it gives a disproportionately large bonus, but push it to 6 for level 20 to be ready to unlock shock trooper, push pistols to 8 ASAP while working on barrier. Basic Unity is remarkably valuable because of Adrenaline Burst. CC is something I would actually ignore: most vanguards have singularity as a bonus which means they can start investing in that straight away but the 7 points in throw to open up lift causes a bit of a problem.
So for example using the build earlier I would aim at something like this at level 20:

Vanguard with bonus talent Decryption is amazing. You unlock containers by yourself and more importantly have an instant cast grenade that does damage and overheats enemy weapons.
You'll have no problems clearing with shotguns even equipping the whole squad with shotguns. Killing goes fast and smooth on Hardcore with no problems. Throw and Lift are to be used on the move offensively and defensively. It is more the vanguard style to run in than sit back and pistol. Might as well have been an adept in that case, and adept is the weaker class.
