I am the only one with a problem with this quest. Found him, knocked him down. It didn't look right. Poor guy fell down the steps and there he stayed head down. Speech bubble came up. And there it ended.  Went back to Haven for judgment.....nothing.  Unable to finish quest.  Help  Chris
