Sorry if somone made a post like this if so I didint see any. Okay title says everything. But to say it more deeply I will just write... Some skills are using a tier, that get filled every enemy you kill, once the first tier is filled you can use the skill, my problem is that I can only fill the first Tier and not the second or the third, so a skill such as firestorm will be weaker in tier one than tier 2 or three anyone else have this problem? To unlock tier 2 or three I need to do somthing? Unlock certain perk or somthing? Please tell me

Focus abilities? You need the perks to upgrade to tiers 2 and 3, Advanced Focus and Master Focus respectively, in Forces.
