Wow ...I cant believe I fixed it! It was so obvious.
The problem has to do with automatic CPU overclocking on the motherboard, disabled that and it ran great from there.

Did anyone find a fix for this issue? The opening cinematic is out of sync for me by a second or two and it's crazy annoying. As far as I know, I'm not automatically overclocking my CPU or anything.
