Full credit on this test goes to my boyfriend, I just ate pizza and watched Game Grumps for this one. The following numbers are generated by equipping a Superb Belt of Healing (+20% Heal Bonus). The tests involve injuring a character, recording their health, quicksaving, and then repeatedly using the following healing methods and recording the final health.

The first test involved using a healing potion with and without the belt. The numbers indicate that this healing method is affected by the Heal Bonus from the belt.
Second test involved using the Reaver's Devour ability with and without the belt. The lack of change in results from the two trials indicates that this ability is not affected by Heal Bonus equipment.
The third and fourth tests involve the Inquisitor using items for the benefit of an injured Cole; the first of these tests involves the Inquisitor using a Healing Grenade targeted on Cole in three circumstances as follows: with neither of the two wearing the belt, with the Inquisitor wearing the belt, and with Cole wearing the belt. The grenades' effects on Cole were only increased when Cole was the one wearing the belt.
The fourth test involves the Inquisitor using a fully upgraded Regeneration Potion while in proximity of Cole. (A fully upgraded Regeneration Potion causes the healing to affect anyone within 2 meters of the potion's user.) As before, three distinct tests were carried out: no one wearing the belt, the Inquisitor wearing the belt, and Cole wearing the belt. Also as before, Cole's healing received is only increased when he is the one wearing the belt.
In summary, the healing bonus is never applied to anyone but the wearer of the equipment, which means that dedicated healers (using Healing Grenades and Regen Potions) do not need to be wearing Healing Bonus equipment. Additionally Devour does not work with Healing Bonus equipment.
TL;DR version: Heal Bonus does not effect Devour, but Heal Bonus works with healing item effects received by you, if you're the one wearing the bonuses.
