It's the fact that music plays in occasional 10 second blips rather than continuously. The only music I recognize is the music from the start menu, and the music playing during the Haven battle (which was awesome).
Basically my situation as well. Val Royeaux also seems to have some background music that plays whenever I go there. Although, strangely enough, the first time I went there for the story mission there was no music at all. Only in subsequent visits to VR have I had music play and that would quickly end as soon as I paused the game to look at my map.
So I don't know if it is a bug or not, but for me the game practically has no music at all. Skyhold seems to have random drums that play in the background. Occassionally while questing in other zones I would sometimes hear the song from the main menu play, but only for a very short span.
I don't know what is going on, but for me the soundtrack is practically non-existent. Unfortunate, because great music can really enhance a game for me, especially a game that has such wide open zones that take so long to explore. A great, distinct song for each zone could have really set each place apart from one another.
Oh well, if it is a bug hopefully it gets fixed at some point.

Skyhold drums are a bug, they should only be heard when you are at the war table. Only hearing short clips of music while exploring is not a bug but intentional. Soundtrack is story oriented. I don't hate that they made it that way, but a few tracks for exploration would have been nice.

Or just low ambient background music. Emerald graves is perfect for that kind of ambiance, but as with the poster you quoted, it's typically silent when I wander around there. It kinda sucks.
SORRY BRO, have to disagree. So far I have repeated Dragon Age Inquisition Theme like countless times, and still find it marvellous. And the one played in the cutscene when the inner circle decided to reestablish the Inquisition, the one played when marched to Skyhold, and the one played when, if you choose to ally with the Mages, Lelianna and other two companion give up their lives to save the inquisitor, are very sensational and melodic. Even The Elder One Theme, which is the theme for Corypheus, is quite catching with its quirk violinistic tune.
But, well, opinion on music being very subjective, can‘t say who's definitely right or wrong.
A few ambient tracks would have been cool but whatevs.

I like the soundtrack very much. (Haven't gotten to any sex scenes so can't comment)

I like the music. I preferred Origins, but this is also very good, it just needed to play more. The really great thing is is isn't as intrusive as the DA2 music, which was often annoying for me. I can think of 3 or 4 tracks that are real standouts and right up there with any game music I've heard.
The whole DA:I soundtrack is better than Origins. I can listen to it for ages on repeat whereas I cant really enjoy the origins music

I personally love the tavern songs. I just wish they had put more taverns in the game so we could hear them more often.
I agree. Nothing magnificentl. Just acceptable for an epic rpg. I never just stopped and told myself ', wow this is amazing'' like I did in other game.

The ambient music is great (when it plays) even though it obviously won't approach Jeremy Soule's god-tier stuff.
But that's the problem for me. BioWare went and made a game not unlike Skyrim where you're just trucking along in the countryside for hours and hours on end, with barely any ambient music. Hell, barely any sound most of the time but that may well be a bug I guess? Why can't it be as good as Jeremy Soule's stuff? If that's the sort of game they want to put themselves up against then they should be meeting that same benchmark.
The main theme in Inquisition is great but Origins had a nice main theme too. Inquisition needs more music- it doesn't have its own Far Horizons or Streets of Whiterun and it desperately needed better and a higher volume of ambient music to make the world feel more alive and atmospheric. I think a good chunk of my memories playing Skyrim come from how great the music was in enhancing the feeling of exploration. Inquisition had some nice vistas and locations but the music almost never did anything to complement the visuals because it rarely played. And when it did play, it was just a brief little loop or in some super scripted story moment.

The soundtrack is good, but it's too short for a game of this size.... Many cutscenes are silent and you find yourself exploring with no music in the backround.
