I see guides online, YouTubes, what not.  I don't see a horse where I'm supposed to see a horse.  I see the daughter, horses behind her in the stalls, and one out to her left (our right if facing here) between two posts, no saddle, no option to interact with her.

 

Furthermore, when I hit LB (I use a controller even though on the PC version), the bottom of the wheel has a lock, not a horse head, as others have described.

 

Is there a pre-requisite that must be done first?  Or be a certain level (I'm about 5.5)?  I talked to the father and picked up Farmland Security and Trouble with Wolves from his wife, though I haven't started or completed either.

Did you talk to the daughter?

I believe after you talk to her the horse shows up and you run the course.

Have you spoken to Dennet? You cannot mont the horse until after you talk to him.

What finally worked is doing the two quests for him.  I'm standing up near the house now, and see the saddled horse south of me where it's supposed to be now, and came back out here to report on it.

Yup, that's how it's supposed to be, you need to do these two things for him before he'll give you the horses.
