My strategy for Sera was to just keep opening up new locations and flirting with Harding. Sera needs 30 approval for her romance to open up, and you get 5 approval for every "approves", so you only need to flirt with Harding six times in order for Sera to be interested in you. Doing it this way also is pretty-fun in a ludonarrative sense; I like the idea that Sera doesn't become interested in the Inquisitor because she's helping people, but because of all her flirty banter with another lady.

Though I'm not sure she needs another character thread, I do like Sera.

OK, then I'm pretty sure it was about me not exhausting the dialogue until very late in the game during my previous play throughs as I definitely should have +30 approval much earlier in the game. One thing I like about her is that I very often (if not always) agree with her approvals/disapprovals.
